Board Meeting Highlights June 10, 2026 Regular Board Meeting Report Out from Closed Session There was no report out from Closed Session. Board Committee Report: Board Finance Committee Report Trustee Darin Gharat provided the Board of Trustees with an update from the Board Finance Committee. Board Committee Report: Modesto Junior College Foundation Report Trustee Leslie Beggs provided the Board of Trustees with an update from the Modesto Junior College Foundation. Board Committee Report: Columbia College Foundation Report Trustee Don Davis provided the Board of Trustees with an update from the Columbia College Foundation. Board Committee Report: Valley Insurance Program/Joint Powers Agency Report Trustee Darin Gharat provided the Board of Trustees with an update from the Valley Insurance Program/Joint Powers Agency. New YCCD Student Trustee Seth Rodrigues, of Modesto Junior College, was sworn in as the new 2026-2027 YCCD Student Trustee. Interim Chancellor Update Interim Chancellor Tran shared that the District continues to explore the potential for a future bond measure. Dr. Tran reported that the Chancellor’s Cabinet has been actively engaging with community members through meetings and campus visits, including tours of college facilities and programs. These interactions have provided valuable opportunities to hear directly from the community about their needs and concerns related to the college and the District as a whole. She noted that many community members who have toured the campus expressed a greater awareness of the college’s needs. Finally, Dr. Tran invited Dr. Sanders and Dr. Redwing to provide the Board of Trustees with an update from their respective colleges. Modesto Junior College Proposed Curriculum Changes The Board of Trustees approved the curriculum additions, deletions, and modifications as indicated on the Proposed Curriculum Changes Report as of the April 14, 2026, Curriculum Committee meeting. Columbia College Proposed Curriculum Changes The Board of Trustees approved the curriculum additions, deletions, and modifications as indicated on the Proposed Curriculum Changes Report for the period of April 14, 2026, to April 21, 2026. YCCD Personnel Transaction The Board of Trustees acknowledged and commended the following retiree(s) for their years of service to the District: o Ida Ponder, Professor of Business Administration (30 years) o Melissa Raby, Vice President of Student Services (18 years) o Belen Robinson, Counselor (18.5 years) o Derrick Wydick, Counselor (12 years) YCCD Resolution No. 25-26.20 Establish the 2026-2027 Appropriations Limit (GANN Limit) The Board of Trustees adopted YCCD Resolution No. 25-26.20, Establishing the Appropriations Limit for Fiscal Year 2026-2027 (GANN Limit) of $146,370,969. Proposition 30 Education Protection Account (EPA) The Board of Trustees approved the expenditure of EPA funds as instructional salaries and benefits. It is important to note that this is not new or increased revenue, but rather a new source of revenue towards total apportionment. YCCD General Fund Tentative Budget 2026-2027 The Board of Trustees adopted the 2026-2027 General Fund Tentative Budget for the Yosemite Community College District, and directed staff to file the budget with the Stanislaus County Superintendent of Schools by July 1, 2026. YCCD Resolutions No. 25-26.23, No. 25-26.24 – Authorizing Application for Affordable Student Housing Program The Board of Trustees adopted YCCD Resolutions No. 25-26.23 and No. 25-26.24, authorizing the District to submit the Student Housing Grant Opportunity for Columbia College and Modesto Junior College to the California Community Colleges Chancellor’s Office. Personnel – Executive Cabinet Contract Renewal The Board of Trustees approved the one-year contract extension/renewal for the Vice President of Student Services, Columbia College. Personnel – Negotiations Public Hearing, YCCD/CSEA #420 – Opportunity for Members of the Public to Comment on the District and CSEA Chapter 420’s Initial Proposals regarding Collective Bargaining Agreement Reopener Negotiations for 2026-2027 The Board of Trustees held a public comment period to receive comments on the initial proposals. No comments were received. Personnel – Negotiations Reopeners, YCCD/CSEA #420 – Adoption of the District’s Initial Proposal to CSEA Chapter 420 regarding Collective Bargaining Agreement Reopener Negotiations for 2026-2027 The Board of Trustees adopted the District’s Initial Proposal to CSEA Chapter 420 regarding Collective Bargaining Agreement Reopener Negotiations for 2026-2027. Personnel – Negotiations Reopeners, YCCD/YFA – Addendum to Initial Proposals of District and YFA previously presented and adopted regarding Successor Collective Bargaining Agreement Negotiations for 2026-2027: the parties mutually agree to include Article 16 (Part-Time and Overload Salary Placement and Advancement) The Board of Trustees acknowledged receipt and approved the addendum to YFA’s and YCCD’s initial collective bargaining proposal reopeners.
